Organizational Context and Scope Under the direct supervision of the Chief of Mission (COM) and under the functional supervision of the Senior Sub-Regional Resources Management Officer (SSRRMO) in Brussels, in close coordination with the Regional Office (RO) for Europe and Central Asia, the Department of Financial and Administrative Management (DFAM) at Headquarters (HQ) and the Global Shared Services Centre (GSSC), the Resources Management Officer will be responsible and accountable for supervising and managing the budgetary, financial, and administrative functions of IOM Norway and providing support in these areas to the relevant Heads of Units and Project Coordinators. Responsibilities: 1. Supervise the functioning of the Resource Management Unit of IOM Norway, plan and, in coordination with the COM, implement necessary structural reforms in the Unit, build capacity, and ensure its effective operation.
Qualifications: Required Qualifications and Experience Education Master’s degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited academic institution with two years of relevant professional experience; or, University degree in the above fields with four years of relevant professional experience. Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage. Accredited Universities are those listed in the UNESCO World Higher Education Database. Experience Experience in all areas of financial administration including financial management, accounting and budgeting; Experience in human resources, procurement and logistics; Experience using an Enterprise Resource Planning system, Experience in emergency operations is an advantage; Experience in monitoring and evaluation and/or audit is an advantage; and, Experience with multi-country programming is advantageous. Skills Ability to work closely with government and international officials; Demonstrated ability to act independently and exercise sound judgment; Ability to work under pressure; Demonstrated ability to prepare clear and concise reports; Knowledge of International Public Sector Accounting Standards (IPSAS) is an advantage; and, Knowledge of ERP (Oracle) is highly desirable. Languages For this position, fluency in English is required (oral and written). Working knowledge of Norwegian is an advantage. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
