HSE Engineer

JOB DESCRIPTION Position: HSE Engineer Project: Data Center Construction Project Location: Glomfjord, Norway Work Arrangement: Site-Based Reporting To: Project Manager Job Purpose The HSE Engineer will be responsible for supporting and monitoring the implementation of Health, Safety and Environmental requirements on a data center construction project in Glomfjord, Norway. The role will ensure that construction, fabrication, mechanical, electrical and installation activities are carried out in accordance with applicable Norwegian HSE legislation, project requirements, client standards and established safe working practices. The HSE Engineer will work closely with the Project Manager, site management, supervisors, subcontractors and the client’s HSE team to identify hazards, implement effective control measures and promote a strong safety culture throughout project execution. Key Responsibilities HSE Management & Compliance

• Implement and monitor project HSE requirements in accordance with applicable Norwegian legislation, project specifications, client standards and company procedures.
• Support the implementation and continuous improvement of the project HSE Management Plan.
• Monitor compliance with site HSE rules, procedures, permit requirements and safe systems of work.
• Ensure that HSE requirements are communicated effectively to employees, subcontractors and site personnel.
• Coordinate with the Project Manager and relevant HSE representatives regarding project HSE matters.

Risk Assessment & Work Planning

• Prepare, review and implement Risk Assessments, Job Safety Analyses (JSA/JHA), Method Statements and Safe Work Procedures.
• Review construction and installation work packages to ensure that relevant HSE risks and control measures are properly addressed.
• Identify hazards associated with mechanical, electrical, piping, fabrication, lifting, material handling and installation activities.
• Support the development and review of Permit to Work (PTW) requirements and ensure compliance with applicable site procedures.
• Review lifting plans, work-at-height arrangements, hot work controls, confined space procedures and other activity-specific safety documentation.
• Participate in pre-task planning, toolbox talks and daily coordination meetings.

Site HSE Supervision & Monitoring

• Conduct regular site inspections, workplace observations and HSE audits.
• Monitor construction activities to ensure compliance with approved method statements, risk assessments and safe working practices.
• Identify unsafe conditions, unsafe acts and potential hazards, and ensure that corrective actions are initiated.
• Follow up on HSE observations, non-conformances and corrective actions until closure.
• Monitor the proper use of Personal Protective Equipment (PPE) and compliance with site safety requirements.
• Support supervisors in maintaining safe working conditions and implementing preventive measures.
• Monitor housekeeping, access routes, work areas, storage arrangements and general site conditions.

Training & Safety Awareness

• Deliver or coordinate site inductions, toolbox talks, safety briefings and HSE awareness activities.
• Ensure that personnel are aware of project-specific hazards, emergency procedures and safe working practices.
• Support the verification of required training, competency and certification records for personnel and equipment, where applicable.
• Promote a proactive safety culture among employees and subcontractors.

Incident & Emergency Management

• Support the reporting, investigation and documentation of incidents, near misses, unsafe acts and environmental events.
• Participate in root-cause analysis and follow up the implementation of corrective and preventive actions.
• Support the implementation and communication of emergency response procedures.
• Participate in emergency drills and preparedness activities as required.
• Maintain accurate records of HSE incidents, observations and corrective actions.

Environmental Management

• Monitor compliance with project environmental requirements and applicable regulations.
• Support implementation of waste management, pollution prevention, spill response and hazardous material handling procedures.
• Monitor environmental risks associated with construction and site activities.
• Report environmental issues and follow up corrective actions where required.

Reporting & Documentation

• Prepare regular HSE reports, inspection reports, observation reports and KPI summaries.
• Maintain HSE registers, inspection records, training records and corrective action trackers.
• Ensure that relevant HSE documentation is properly maintained and available for audits and project reviews.
• Attend project and HSE coordination meetings as required.
• Provide regular updates to the Project Manager and/or HSE Manager regarding site HSE performance, risks and outstanding actions.

Required Qualifications & Experience

• Bachelor's degree in Occupational Health and Safety, Environmental Engineering, Mechanical Engineering, or a related discipline, as applicable.
• Minimum 3–5 years of relevant HSE experience in construction, industrial, data center, oil & gas, mechanical or electrical projects.
• Previous experience in large-scale construction or industrial projects is highly preferred.
• Experience working in a site-based HSE role with responsibility for monitoring construction activities and subcontractors.
• Good knowledge of risk assessment, method statements, JSA/JHA, PTW systems and site safety procedures.
• Familiarity with HSE requirements related to lifting operations, hot work, working at height, confined spaces, electrical safety, mechanical installation and material handling.
• Knowledge of applicable Norwegian HSE legislation and construction site requirements is highly desirable.
• Relevant HSE certifications such as NEBOSH, IOSH, OSHA or equivalent are an advantage.
• Good working knowledge of Microsoft Office, particularly Word and Excel.
• Good command of written and spoken English.
• Ability to work effectively in a multicultural and demanding construction environment.
