What you'll do

Associate MEP Cost Consultant – Data Centres Location: Skien, Norway Employment Type: Permanent, Full-time Sector: Data Centres / Mission-Critical Infrastructure Level: Associate Salary: Circa £100,000 base salary equivalent, with a potential additional sector allowance and assignment-related benefits, subject to the final package and employment arrangement Working Arrangement: Rotational assignment, typically one week in Norway followed by one week working from home, subject to project requirements and agreement About the Opportunity An international construction and engineering consultancy is seeking an experienced Associate MEP Cost Consultant to support the commercial delivery of a major hyperscale data centre programme in Norway. This is a senior, client-facing opportunity for a commercially astute cost management professional with substantial experience managing Mechanical, Electrical and Plumbing (MEP) packages on large, complex construction projects. The successful candidate will take ownership of significant MEP commercial workstreams, supporting projects through procurement, contract administration, cost control and final account. You will work closely with clients, contractors, project managers, engineers and wider construction teams to maintain commercial control, manage risk and ensure the effective delivery of major building services packages. Data centre experience is highly desirable; however, candidates from other complex, MEP-intensive environments will also be considered. Relevant sectors may include pharmaceutical facilities, semiconductor manufacturing, advanced manufacturing, nuclear, industrial infrastructure and other technically demanding construction projects. The key requirement is strong, hands-on MEP commercial experience. Candidates must be able to demonstrate the specific packages they have personally managed, the scale of their commercial responsibility and their understanding of major electrical and mechanical systems. Key Responsibilities

  1. MEP Commercial and Cost Management
  • Lead the commercial management of major MEP packages throughout the construction lifecycle, from procurement and contract award through to final account.
  • Take ownership of substantial building services workstreams, ensuring costs, commitments, variations and commercial risks are accurately monitored and controlled.
  • Manage package budgets, cost plans, expenditure forecasts and commercial reporting.
  • Review contractor applications, valuations, payment submissions and supporting documentation, making informed recommendations.
  • Monitor actual and forecast expenditure against approved budgets, identifying potential overspend, cost pressures and opportunities for savings.
  • Challenge contractor submissions where costs, quantities, rates or proposed variations are not adequately substantiated.
  • Maintain clear and accurate commercial records to support financial governance and project decision-making.
  1. Electrical and Mechanical Package Expertise

Demonstrate a detailed understanding of the commercial and technical scope of major MEP packages, particularly within complex, power-intensive facilities. Relevant electrical packages may include:

  • High-voltage (HV) infrastructure and power distribution.
  • Electrical substations and transformers.
  • Low-voltage (LV) distribution and associated electrical infrastructure.
  • Electrical installation and major power systems.
  • Fibre and communications infrastructure.

Relevant mechanical packages may include:

  • Cooling systems and associated mechanical infrastructure.
  • HVAC and building services systems.
  • Mechanical plant, equipment and distribution systems.
  • Installation and integration of major mechanical systems within complex facilities.

The successful candidate must be able to explain the scope, value, procurement strategy, commercial risks and delivery challenges of the packages they have managed personally.

  1. Procurement and Tender Management
  • Support and lead procurement activities for major MEP packages.
  • Prepare, review and coordinate tender documentation and commercial requirements.
  • Analyse tender returns, evaluate pricing and identify exclusions, qualifications, inconsistencies and commercial risks.
  • Coordinate technical and commercial clarifications with contractors, consultants and project stakeholders.
  • Lead or support tender negotiations to secure commercially robust outcomes.
  • Prepare tender comparisons and recommendations for contract award.
  • Assess contractor capability, pricing structures, proposed methodologies and commercial assumptions.
  • Contribute to procurement strategies, cost planning and the development of robust commercial arrangements.
  1. Contract Administration and Change Control
  • Administer and monitor contractual obligations in accordance with the relevant contract conditions.
  • Manage change control processes, including variations, compensation events or other contractual changes, as applicable.
  • Assess the cost and commercial impact of design changes, scope adjustments, programme changes and contractor claims.
  • Review and negotiate variation submissions, ensuring that proposed costs are reasonable, evidenced and contractually supported.
  • Maintain accurate change registers and ensure that approved and pending changes are reflected in cost forecasts.
  • Identify emerging commercial issues and work proactively with the project team to minimise financial exposure.
  • Support the resolution of commercial disputes through clear records, evidence-based assessments and effective negotiation.

Experience with FIDIC contracts and Guaranteed Maximum Price (GMP) arrangements is advantageous, particularly where the candidate has been involved in developing, negotiating, managing or converting a GMP.

  1. Cost Reporting, Forecasting and Commercial Risk
  • Produce and review regular cost reports, forecasts and commercial performance updates.
  • Maintain Cost Value Reconciliation (CVR) reporting where applicable.
  • Monitor committed costs, actual expenditure, forecast final costs and remaining commercial exposure.
  • Identify and communicate cost variances, risks, opportunities and potential financial impacts.
  • Support contingency management and the evaluation of commercial risk and opportunity.
  • Provide clear, evidence-based commercial advice to clients and senior project stakeholders.
  • Ensure reporting is accurate, timely and aligned with project governance requirements.
  1. Final Accounts and Commercial Close-Out
  • Manage the commercial close-out of MEP packages and support the agreement of final accounts.
  • Reconcile contract values, approved variations, payments, claims and outstanding liabilities.
  • Negotiate final account settlements with contractors and other relevant parties.
  • Ensure that outstanding commercial matters are resolved and adequately documented.
  • Maintain visibility of remaining financial exposure and support an orderly commercial handover.
  1. Client and Stakeholder Management
  • Act as a senior commercial point of contact for clients and contractors on allocated MEP packages.
  • Build productive working relationships with client representatives, project managers, design teams, procurement specialists, engineers and construction personnel.
  • Represent the consultancy professionally in commercial meetings, negotiations and project reviews.
  • Explain complex commercial matters clearly and provide practical recommendations.
  • Work collaboratively across disciplines to align cost management with design development, procurement, construction and commissioning requirements.
  • Escalate material commercial risks and provide timely advice to support informed decision-making.
  1. Leadership and Mentoring
  • Operate confidently at Associate level, taking responsibility for significant commercial workstreams with appropriate autonomy.
  • Review the quality and accuracy of commercial outputs prepared by junior team members.
  • Provide guidance and mentoring to less experienced cost consultants and quantity surveyors.
  • Promote consistent commercial processes, accurate reporting and strong cost-management practices.
  • Contribute to the development of the wider cost and commercial management team.

Essential Requirements

  • Significant experience in quantity surveying, cost consultancy, commercial management or cost management on major construction or infrastructure projects.
  • Strong, demonstrable MEP commercial experience, including direct responsibility for managing major mechanical and/or electrical packages.
  • Experience managing commercial workstreams through procurement, post-contract administration, cost control and final account.
  • A detailed understanding of major building services packages and their commercial implications.
  • Experience with tender analysis, procurement, contractor negotiations and contract award recommendations.
  • Strong capability in valuations, payment assessments, change control, variations and commercial forecasting.
  • Experience preparing and reviewing cost reports, CVRs and commercial risk assessments.
  • Proven ability to challenge contractor submissions and negotiate commercially sound outcomes.
  • Confidence in managing client relationships and communicating with senior stakeholders.
  • Experience working on large, complex and technically demanding construction projects.
  • Strong analytical, organisational, reporting and problem-solving skills.
  • Ability to work on a rotational basis in Norway and travel in line with project requirements.
  • A degree or relevant qualification in Quantity Surveying, Construction Management, Engineering or a related discipline, or equivalent demonstrable professional experience.

Desirable Experience and Qualifications

  • Direct experience on data centre, hyperscale, colocation or other mission-critical projects.
  • Experience with large-scale electrical infrastructure, HV systems, substations, transformers, power distribution and/or major cooling systems.
  • Experience in pharmaceutical, semiconductor, advanced manufacturing, nuclear or similarly MEP-intensive environments.
  • MRICS or FRICS status, or an equivalent relevant professional qualification.
  • Experience with FIDIC contract forms.
  • Experience developing, negotiating or managing GMP arrangements.
  • Experience working within an international consultancy or on major projects involving multiple contractors and stakeholders.
  • Previous experience mentoring junior commercial professionals.

- What Makes a Strong Candidate? The ideal candidate will combine senior-level commercial judgement with genuine technical understanding of MEP systems. This is not a general cost management position where limited exposure to building services is sufficient. The successful candidate must be able to demonstrate what they personally managed, rather than relying solely on the overall responsibilities of their project team. Candidates should be comfortable discussing:

  • The largest MEP package they have personally managed, including its value and scope.
  • Their direct involvement in electrical and mechanical packages.
  • Their experience with HV infrastructure, power distribution, substations, transformers, cooling systems and other major building services.
  • Their role in procurement, tender analysis, negotiations and contract award.
  • How they managed valuations, variations, forecasting, commercial risks and final accounts.
  • Their client-facing responsibilities and experience operating at a senior or Associate level.

Data centre experience is beneficial, but a candidate with substantial commercial ownership of major MEP packages in another complex construction environment may be a stronger fit than someone with limited MEP responsibility on a data centre project. Working Arrangement and Package The role is based around a major project in Skien, Norway, with a rotational arrangement typically involving:

  • One week working in Norway.
  • One week working from home, subject to project needs and agreed arrangements.
